Tender Description
District Council Narowal invites electronic bids from eligible contractors and firms through the Punjab e-Procurement System for the development work of construction of street, drain and nallah in Village Changowali. Items being procured:
- Construction of Street
- Drain
- Nallah in Village Changowali
The procurement will be conducted via the Punjab e-Procurement System under the Punjab Procurement Regulatory Authority (PPRA) Rules, 2014 (as amended). Bidding documents containing detailed terms, conditions, specifications, eligibility criteria, and other requirements are available free of cost on the Punjab e-Procurement System portal. The bidding procedure is Single Stage Single Envelope, and bids must be submitted electronically only by 19-10-2026 at 11:00 AM. The bids will be opened electronically on the same day at 02:30 PM in the office of District Council Narowal in the presence of bidders or their authorized representatives.
A bid security of 5% of the estimated cost is required, payable through 1Link or Bank Guarantee options digitally via generated PSID on the Punjab e-Procurement System. Bidders must be duly enlisted or renewed with the Pakistan Engineering Council (PEC) and registered with relevant tax departments including FBR and PRA for the financial year 2026-27. If a bid is quoted more than 5% below the estimated amount, the successful bidder must furnish a Performance Guarantee equal to 5% of the contract amount via the Punjab e-Procurement System.
All prevailing Government of Punjab laws, notifications, circulars, and procurement rules apply. District Council Narowal reserves the right to reject any or all bids before acceptance and may increase or decrease the scope or quantity of work subject to budget availability and applicable rules.
A practical tip for bidders: Ensure your digital bid submission is complete and virus-free to avoid rejection under Regulation-8(4) of PPRA Regulations-2024. Also, carefully review the bidding documents on the Punjab e-Procurement portal to comply fully with eligibility and technical requirements.
