Construction, Supply and Manning of One Monohull Type Survey Boat (All Weather Sea Going) for National Dredging & Marine Services at Port Qasim Karachi

National Dredging & Marine Services (NDMS) invites sealed bids for the construction, supply, and manning of one (01) Monohull Type Survey Boat, Twin Screw, all-weather sea going class, to be deployed at Port Qasim, Karachi. This vessel will be used for hydrographic surveys of navigation channels, harbors, berths, anchorage areas, and offshore spoil/dumping grounds. The boat must comply with international marine standards and classification society requirements approved by IACS. Items being procured: - One (01) Monohull Type Survey Boat, Twin Screw, GRP or Aluminum composite hull, 20-22 meters LOA - Provision of Guarantee Engineer and crew for manning during two (02) years warranty period - OEM recommended consumable spare parts and standard/special tools for main and auxiliary engines and machinery The survey boat shall be capable of operating safely in Beaufort Scale 6 / Sea State 3 conditions, with a minimum speed of 16 knots and survey speed of 5-7 knots. It must be equipped with advanced hydrographic survey equipment including Multi Beam Echo Sounder, Single Beam Echo Sounder, Side Scan Sonar, GNSS positioning systems, and other related instruments. The vessel will be delivered CIF Port Qasim within six months of contract signing. Eligibility criteria include proven shipyard experience with at least two monohull survey vessels constructed in the last 10 years, ISO 9001 certification, PEC registration under category C-A, valid FBR registration, and financial capability with an average annual turnover of at least PKR 1 billion. Joint ventures are allowed with specified conditions. Bids must be submitted in two envelopes (technical and financial) under the Single Stage Two Envelope procedure. Bid security of USD 100,000 or PKR 28,000,000 in the form of pay order is mandatory. Technical bids will be opened first, and financial bids of technically qualified bidders will be opened later. The contract includes delivery, testing, trials, warranty, and manning for two years. Performance bond of 7% of contract price is required. Training for hydrographic team and crew will be provided as per schedule.
