Tender Description
The **Multan Electric Power Company (MEPCO)** invites bids for the construction of tower foundations to raise the ground clearance for several transmission lines in Multan and surrounding areas. This project specifically covers nine locations along 66-KV and 132-KV transmission lines including Kot Chutta - Jampur, Jampur - Dajal, and Jampur - Rajan Pur. The work involves civil construction to enhance tower foundations, excluding 60-day foundations, to ensure compliance with National Highway Authority (NHA) deposit work requirements.
The technical scope includes construction at multiple specified locations with detailed site data provided in the bidding documents. Bidders must have a valid Pakistan Engineering Council (PEC) certificate of at least Category C-6 with specialization code CE-10. They must be on the Active Taxpayer List (ATL) and provide income tax returns for the last three years. Experience criteria require completion of at least two similar contracts awarded by WAPDA, NTDC, or DISCOs within the last ten years, with a consolidated value exceeding 60% of the estimated cost. Registration with Punjab Revenue Authority for sales tax and an average annual turnover of at least 1.5 times the BOQ amount verified by a certified auditor is mandatory.
The tender is open for joint ventures provided they are registered with a joint bank account and NTN. Blacklisting certificates and undertakings regarding MEPCO's blacklisting mechanism must be submitted. The bid security is Rs. 160,000 in the form of Deposit-at-Call, CDR, or bank guarantee valid for 30 days beyond bid validity. Bids must be submitted electronically via EPADS by **11:00 AM on 30th April 2026**. The public bid opening will be held at 11:30 AM on the same day at the office of the Chief Engineer (Development) PMU MEPCO, Khanewal Road, Multan.
A practical tip for bidders is to ensure timely registration and submission on EPADS, as manual bids will not be accepted. Also, attach the original bid security in the office before the deadline to avoid rejection. The tender remains valid for 150 days after opening, and performance security of 10% of the contract amount is required upon award.
