Tender Description
The Office of Project Director (GSC) at Multan Electric Power Company (MEPCO) invites sealed bids for the construction of tower foundations at the 132KV Transmission Line In/Out of 132KV Grid Station Kameer located in Multan, Punjab. This procurement is planned for the financial year 2026-27 and is open to eligible bidders registered on the EPADS v2.0 platform. Items being procured:
- Construction of tower foundations for 12/ft at 132KV Transmission Line In/Out of 132KV Grid Station Kameer
- Tower Type ZM-30 with angle of repose 20° (4 footings)
- Tower Type ZM-60 with angle of repose 20° (8 footings)
The scope includes plain cement concrete spread foundations using SR cement with Sakhi Sarwar sand and crush in varied soil and rock conditions. The work covers excavation, stub setting, dewatering, shuttering, concreting, curing, backfilling, leveling, grading, and grounding set installation for each tower. The unit rates include 16% PST.
Eligible bidders must hold a valid Pakistan Engineering Council certificate with at least Category C-6 and Specialization Code CE-10, be on the active tax payer list (ATL), have completed at least two similar contracts awarded by WAPDA/NTDC/DISCOs with a consolidated value exceeding 60% of the estimated cost, and be registered for sales tax with Punjab Revenue Authority. The average annual turnover for the last three years must be at least 1.5 times the BOQ amount, verified by a certified auditor and supported by a current bank statement showing 25% balance of the work amount.
Bids must be submitted online through EPADS v2.0 by **Thursday, September 24, 2026 at 11:00 AM**. Manual submissions will not be accepted. Bid security in the form of Pay Order, Banker's Cheque, Call at Deposit, or Demand Draft must be submitted in hard copy to the Project Director GSC Complex near 132 KV Grid Station Khanewal Road, Multan. Bids will be opened on the same day at 11:30 AM via EPADS v2.0.
