Consultancy Services for Design and RE Supervision of Works at Multiple Cities

The Military Engineer Services, Engineer-in-Chief Branch at GHQ Rawalpindi, is inviting applications for pre-qualification of firms and contractors for consultancy services involving design and resident engineering supervision of certain works. These works are spread across multiple cities including Islamabad, Rawalpindi, Lahore, Karachi, Quetta, Peshawar, Swat, Gilgit, Skardu, Sargodha, Faisalabad, Kamra, Taxila, Sialkot, Muzaffarabad, Ormara, Turbat, Gwadar, Mangla, Zhob, Dalbandin, and Risalpur. The scope covers consultancy services for design and supervision, requiring firms to provide detailed credentials including work orders, project locations, and pictures of completed projects along with satisfactory completion certificates. Eligible firms must have experience in construction, electrical, mechanical, and plumbing works or services, and must be registered with PEC in the relevant field. Firms should also submit lists of personnel, bank statements, NTN certificates, and income tax returns for the last three years. Only firms enlisted with PEC in category C-2 or above with validity up to June 2026 are eligible. Preference is given to firms enlisted with MES in category A. Non-enlisted firms must provide a refundable 2% bid security. Firms must be pre-qualified with Engineer-in-Chief’s Branch GHQ Rawalpindi and have no outstanding DI&E recoveries or special reports. The tender documents will be issued only to pre-qualified firms and contractors. Applications must be received by 20 May 2026 at 1130 hours at the E-in-C’s Branch GHQ Rawalpindi, with opening at 1200 hours the same day. Incomplete applications will not be entertained. A practical tip for bidders is to ensure all required documentation including PEC enlistment, financial statements, and tax returns are complete and up to date before submission to avoid disqualification.
