Consultancy Services for Design and Top Supervision of BT Road from Sham Road to Qalandari

The CWPP&H Department District Dera Bugti invites proposals for consultancy services for the design and top supervision of the BT Road from Sham Road to Qalandari. This tender is specifically for the selection of a consulting engineering firm with valid registration with FBR and PEC, and who are active on the Active Taxpayers List (ATL). The consultancy scope includes the design and top supervision of the BT Road project covering the stretch from Sham Road to Qalandari. Items being procured: - Design and Top Supervision of BT Road from Sham Road to Qalandari The procurement will be conducted under the Balochistan Public Procurement Rules 2014. Eligible bidders must have completed at least 5 assignments of similar nature and complexity with a minimum turnover of PKR 3,000,000 in two subsequent previous years. Firms must not be blacklisted by any procuring agency in Pakistan and must hold valid PEC/PCAD registration along with ISO certifications ISO 9001:2015, ISO 14001:2015, and ISO 45001:2018. The procedure of procurement is Single Stage Two Envelope Bidding. Bidders must submit a bid security of 2% of the estimated cost in the form of a Pay Order or CDR from a scheduled bank. Financial proposals will only be opened for those consultants whose technical proposals are approved. Selection will be based on the evaluation criteria outlined in the Request for Proposal document. The last date for bid submission is 31 August 2026 by 10:00 AM. Tender opening will be held on the same day at 11:00 AM at the office of the Executive Engineer (Roads), CWPP&H Department District Dera Bugti. A practical tip for bidders is to ensure all eligibility documents including FBR and PEC registrations, ATL status, and ISO certifications are up to date and included in the technical proposal to avoid disqualification.
