Hiring of Consultancy Firm for Preparing Business Plan Including Optimization of Institutional Framework of Special Economic Zone Authority Sindh

The Special Economic Zone Authority Sindh (SEZA) invites qualified consultancy firms to submit proposals for hiring a consultancy firm to prepare a comprehensive Business Plan and optimize the Institutional Framework of SEZA Sindh. This assignment aims to develop a bankable business plan and streamline the institutional framework to attract investment, improve operational efficiency, and ensure financial sustainability of SEZA. Items being procured: - Preparation of Inception Report - Strategic Goals and Vision formulation - Business & Development Plan for short term (5 years) and long term (10 years) - Sustainability & Continuity Plan - Development of Organizational Manuals including Financial Manual, Procurement Manual, Operational Manual, and HR Policy and Manual The consultancy will conduct detailed diagnostic and stakeholder engagement, benchmark with other SEZs, perform market and demand analysis, develop financial models, and propose investment and marketing strategies. Institutional optimization will include governance review, process re-engineering, HR capacity building, and legal/regulatory recommendations. Eligibility criteria include relevant experience in business plan development, organizational policies, and SOPs for public/private sector entities, with a minimum financial turnover of PKR 250 million over the last two years. Bidders must be registered, tax compliant, and submit bid security of 2% of the total bid amount. Proposals must be submitted online via the SPPRA EPADs portal and hard copies delivered to SEZA office in Karachi by 6th October 2026 at 2:30 p.m. Technical proposals will be opened on the same day at 3:30 p.m. Financial proposals of technically qualified bidders will be opened subsequently. The procurement method is Single Stage Two Envelope QCBS as per SPPRA Rules 2010 (amended).
