Consultancy for Enhancing Fiberization in Punjab by Facilitating Private Capital Mobilization to Improve e-Services Delivery and e-Governance

Punjab Information Technology Board (PITB) Lahore invites qualified firms to submit proposals for consultancy services aimed at enhancing fiberization across Punjab. The objective is to facilitate private capital mobilization to improve the delivery of e-Services and strengthen e-Governance frameworks in the province. This tender is specifically issued by the Punjab Information Technology Board located in Lahore. Items being procured: - Consultancy for Enhancing fiberization in Punjab by facilitating private capital mobilization to improve e-Services delivery and e-Governance (Qty: 01) The consultancy will involve detailed technical and financial analysis, stakeholder engagement, and strategic planning to boost fiber optic infrastructure and digital service delivery. The scope includes assessing current fiberization levels, identifying investment opportunities, and recommending actionable steps for private sector involvement. The project will be executed under the Punjab Procurement Rules 2014 using a Single Stage - Two Envelope Bidding Procedure. Eligible bidders must be registered with FBR and appear on the Active Taxpayers List (ATL). Experience in ICT consultancy, especially in fiber optic projects or e-Governance initiatives, will be highly advantageous. The technical and financial proposals must be complete, signed, and stamped as per the RFP document requirements. The submission deadline is 18th August 2026 at 1100 hours, with proposals to be submitted at the PITB office, 11th Floor, Arfa Software Technology Park, 346-B, Ferozepur Road, Lahore. Proposals will be opened the same day at 1130 hours. A pre-proposal session is scheduled for 5th August 2026 at 1100 hours at the same venue.
