Tender Description
The Government of Khyber Pakhtunkhwa Communication & Works Department, through the Office of the Executive Engineer, C&W (Mega Projects) Division Swat, invites proposals from short-listed consulting firms for the provision of consultancy services related to the establishment of a Medical Complex at Malakand. This opportunity is specifically for firms with expertise in feasibility studies, master planning, and detailed architectural and engineering design for large-scale healthcare infrastructure projects.

The technical scope includes conducting comprehensive feasibility studies, techno-economic analysis, and master planning for the proposed medical complex. The selected consultant will also be responsible for preparing detailed architectural and engineering designs, as well as all necessary tender documents and providing resident supervision during the project execution. The services must be delivered in accordance with the Terms of Reference (TORs) and should utilize Building Information Modeling (BIM) for conceptualization and planning.
Eligible firms must be registered with relevant authorities and should have prior experience in similar consultancy assignments, particularly in the healthcare sector. Firms or joint ventures will be selected using the Quality Cum Cost Based Selection (QCBS) method as per the criteria outlined in the RFP documents. Earnest money and other eligibility requirements are detailed in the TORs.
Proposals must be submitted in English, with both technical and financial proposals (original copies) in separate sealed envelopes, to the office of the undersigned by 28-08-2026 at 12:00 Noon. RFP documents can be obtained from the office during working hours at least three days before the deadline, upon payment of Rs. 5000.
Tip: Ensure your technical proposal clearly demonstrates experience with BIM and healthcare facility planning, as these are likely to be key evaluation criteria for this assignment.
