Hiring of Consultancy Services for Detailed Design, Cost Estimation, Bidding Documents and Construction Supervision of Slaughter House at Bhatta Chowk, Rawalpindi Cantonment

This procurement is planned for the financial year 2026-27 and will be conducted through the e-Pak Acquisition and Disposal System (EPADS) v2.0 using the Single Stage-Two Envelope procedure with Least Cost Based Selection (LCBS) technique. Items being procured: - Detailed architectural and structural designs and working drawings - Mechanical, electrical, plumbing, drainage, water supply, waste disposal and allied services designs - Detailed cost estimates based on MES Schedule of Rates 2025 and market analysis - Comprehensive Bill of Quantities (BOQ) covering civil, mechanical, electrical and allied works - Technical specifications, performance requirements, and scope of work for construction and installation - Complete bidding/RFP documents including eligibility, evaluation criteria, contractual conditions, and implementation schedule - Professional advice on construction, operation, and management framework - Supervision of construction work The consultancy scope includes site assessment, design preparation, cost estimation, tender document preparation, and construction supervision. Eligible bidders must be registered on EPADS v2.0 and comply with PEC registration and FBR/ATL requirements.
