Consultancy Services for Feasibility Study and Design of By-Passes of Towns along Major Roads in Azad Jammu & Kashmir

The Central Design Office of Azad Jammu And Kashmir invites reputed consultancy firms to submit proposals for the feasibility study and design of by-passes of towns located along major roads in Azad Jammu & Kashmir. This procurement is aimed at hiring expert consultancy services to conduct detailed technical assessments and design work to improve traffic flow and infrastructure in the region. Items being procured: - Feasibility Study of By-Passes - Design of By-Passes for towns along major roads The scope includes comprehensive technical and financial proposals under a Single Stage Two Envelope mode as per AJK-PPRA rules 2017. Interested firms must be registered with the Pakistan Engineering Council under the relevant consultancy services code and demonstrate experience in similar projects with adequate manpower expertise. Firms must submit a sealed bid security of Rs. 1,300,000 in the form of a pay order or bank draft from a scheduled bank in favor of DDO, CDO along with their technical proposals. The bidding documents and detailed Terms of Reference can be obtained in hard or soft copy from the Central Design Office during office hours or via email within ten days of the advertisement publication. Technical bids will be opened at 11:30 am on the closing date in the presence of bidders' representatives. Financial proposals of technically non-responsive bidders will be returned unopened. Eligibility criteria include valid NTN registration with active income and sales tax status, and bidders must submit an affidavit confirming they are not blacklisted by any government or authority in AJK. Proposals must remain valid for at least 120 days. The Director Planning & Design reserves the right to reject any or all bids under AJK-PPRA rules. Bidders are advised to carefully prepare their technical and financial proposals in compliance with the RFP and ensure timely submission by the deadline of 04-12-2026 at 11:00 am at the Central Design Office, District Headquarter Complex, Muzaffarabad.
