Feasibility Study for 1.5 MW Hydropower Projects Nilit and Chaprotehalqa-IV, Nagar-II

The Water and Power Department Gilgit-Baltistan invites sealed bids for consultancy services to conduct feasibility studies for two hydropower projects: 1.5 MW Hydropower Project (HPP) Nilit and 1.5 MW Hydropower Project (HPP) Chaprotehalqa-IV, Nagar-II. These studies are to be carried out by well-reputed consulting firms or joint ventures registered with the Pakistan Engineering Council (PEC) in the relevant discipline and category, with proven experience in hydropower projects. Items being procured: - Feasibility study for 1.5 MW Hydropower Project Nilit - Feasibility study for 1.5 MW Hydropower Project Chaprotehalqa-IV, Nagar-II The scope includes detailed consultancy services as per the Terms of Reference (TORs) and qualification criteria outlined in the Request for Proposal (RFP). Mandatory conditions include PEC registration for the current financial year, enlistment with the Water and Power Department Gilgit-Baltistan for 2025-26, no litigation or blacklisting history, completion of at least two hydropower projects of similar nature and cost in the last five years, and submission of bid security amounting to Rs. 0.250 Million issued by a Scheduled Bank of Pakistan. RFP documents and TORs can be obtained from the Executive Engineer Office, Water & Power Civil Engineering Division, Hunza-Nagar (Harespo Das, Nagar) upon payment of Rs. 12,000 (non-refundable) during office hours. Technical and financial proposals must be submitted to the Office of the Superintending Engineer, Water & Power Circle, Gilgit, Water & Power Complex near KIU, Gilgit on or before 23-11-2026 at 1200 hours. Technical proposals will be opened the same day at 11:30 AM in the presence of bidders or their authorized representatives. Financial bids of only technically responsive firms will be opened. The employer reserves the right to accept or reject any or all proposals without assigning any reason, in accordance with applicable GBPPRA rules, with reasons communicated upon request. A practical tip for bidders: Ensure your PEC registration and enlistment with the Water and Power Department are current and complete all affidavit and documentation requirements carefully to avoid disqualification at the technical evaluation stage.
