Hiring of New Consultant for NUML Rawalpindi & Lahore Campuses (New Sites Development Projects)

The National University of Modern Languages (NUML) Main Campus Islamabad (Technical Branch) invites qualified and experienced engineering and architectural consultancy firms registered with PEC and PCATP in Category A-1 to submit technical and financial proposals for the hiring of new consultants for the development projects at NUML Rawalpindi and Lahore campuses. This procurement is conducted under the Single Stage Two Envelope procedure with Least Cost Based Selection (LCBS) technique for the financial year 2026-27. The consultancy services include complete consultancy from planning to execution till project completion, covering design, construction supervision, and allied services for new sites at NUML Lahore Campus (newly allocated Maraka land) and NUML Rawalpindi Campus (newly allocated land in Capital Smart City). Items being procured: - Consultancy services for NUML Lahore Campus new site development - Consultancy services for NUML Rawalpindi Campus new site development The scope covers preparation and execution of PC-1 documents, feasibility reports, topography surveys including soil testing and investigation, preparation of designs and drawings for building registration and NOCs for utilities, detailed architectural, structural, electrical, HVAC, IT infrastructure designs, tender documents, BOQs, technical specifications, and issuance of completion certificates. Both close/detailed supervision and top supervision services are required throughout the project lifecycle. Eligibility criteria require firms to have PEC and PCATP registration in Category A-1 with updated licenses, proven experience in similar projects with supporting work orders and completion certificates, qualified technical staff with academic credentials and PEC registration, ownership of technical equipment and software, and financial capability demonstrated by audited bank statements showing annual credit and debit turnover for the last five years. Bid security of Rs. 500,000 and tender fee of Rs. 5,000 in the form of pay order in favor of Rector NUML are mandatory. Key dates include the submission deadline on Tuesday, November 24, 2026 at 11:00 AM via EPADS v2.0 portal only, with technical bids opening the same day at 11:30 AM. Financial bids of technically qualified firms will be opened subsequently. Manual submissions are not accepted. The contract duration is one year with possible extension upon mutual agreement. The consultant must comply with all applicable laws of Pakistan and adhere to confidentiality and professional standards. Liquidated damages apply for delays at 0.10% per day up to 10% of contract value.
