The Chief Minister Package for Quetta invites electronic bids for Consultancy Services for Feasibility Study, Detailed Design and Construction Supervision of Roads and Bridges / Flyovers Including other Structures under CM Package for Quetta Development. The procurement will be conducted under the Balochistan Public Procurement Rules – 2014. Items being procured: - Consultancy Services for Feasibility Study - Detailed Design - Construction Supervision of Roads and Bridges / Flyovers - Other Structures under CM Package for Quetta Development The scope includes comprehensive consultancy services covering feasibility, detailed design, and supervision of construction works for roads, bridges, flyovers, and related structures within the Chief Minister Package for Quetta. Bidders must be registered with FBR for Income Tax and BRA, be on the Active Taxpayers List (ATL), and have PEC registration as a Consulting Engineering Firm. They must not be blacklisted by any procuring agency. The required PEC project profile codes include 1203(iii), 1204(i), 1215(ii) (Highways & bridges), 1235 and service codes 0532, 0543, 0544, 0546. Bid Security of 2% of the estimated cost is mandatory. Eligibility criteria require bidders to have completed at least 2 assignments of similar nature and complexity with a turnover of at least PKR 90,000,000 in the last 3 years. Tender processing fee is Rs. 1000 via green challan. Joint ventures must submit a duly signed JV agreement. Bids must be submitted electronically via the Electronic Public Procurement System (EPPS). Financial proposals will be opened only for technically qualified consultants. The tender opening will be held on the same day at 11:59 AM at the office of the undersigned.
