Consultancy Services for Integrated National Urban Regeneration in Islamabad and Other Major Cities of Pakistan

The Ministry of Housing & Works, through its Estate Office Management in Islamabad, invites qualified consultancy firms to submit proposals for providing consultancy services for the Integrated National Urban Regeneration project covering Islamabad and other major cities of Pakistan. This project aims to develop sustainable urban regeneration strategies to improve infrastructure, housing, and urban planning in key metropolitan areas. Items being procured: - Consultancy services for Integrated National Urban Regeneration in Islamabad and other major cities of Pakistan The scope includes comprehensive urban planning, design consultancy, and project management services to support national urban regeneration efforts. Interested firms must have valid registration with Pakistan Engineering Council (PEC) and Pakistan Council of Architects and Town Planners (PCATP) up to 30-06-2027, and must possess relevant specialization fields along with valid Income Tax (NTN) and Sales Tax registration with FBR. Procurement will follow a Quality & Cost Based Selection (QCBS) method under Single Stage Two Envelope (SSTE) bidding procedure. Bidders will be post-qualified based on technical proposals. A pre-bid meeting is scheduled for 06-11-2026 at 2:30 PM at the Committee Room, Estate Office Management, 8th Floor, Shaheed-e-Millat Blue Area, F-6/1, Islamabad. Proposals (Technical & Financial) must be submitted electronically via e-PADS portal (https://eprocure.gov.pk) by 13-11-2026 at 2:00 PM. Technical proposals will be opened the same day at 2:30 PM. Bid security of Rs. 0.15 million in the form of deposit at call in favor of Estate Office Management is mandatory. E-tenders without bid security will be rejected. Firms are advised to carefully prepare their proposals in accordance with the RFP instructions and ensure timely submission. Late, incomplete, or conditional bids will not be considered. Firms providing false information will face disqualification and blacklisting. A practical tip for bidders: Ensure your PEC and PCATP registrations are valid through the entire contract period and upload all required bid security documents correctly on the e-PADS portal to avoid disqualification.
