Hiring of Consultancy Services for Preparation of Feasibility Study on Sustainable Afforestation in Dry/Arid Zone with Solar Tube Wells

The Climate Change, Forestry, Environment & Wildlife Department, Forest Department - D.I. Khan Forest Division invites experienced consulting firms to submit electronic Technical and Financial Proposals through EPADS for the preparation of a feasibility study titled Sustainable Afforestation in Dry/Arid Zone for Combating Desertification and Enhancing Forest Cover Through Solar Tube Wells. This consultancy assignment involves comprehensive ecological baseline and site-suitability assessments, groundwater availability and solar-powered tube-well feasibility, socio-economic and stakeholder consultations, and climate adaptation and mitigation assessments including CARA and CMA. The scope also covers environmental and social safeguards, GIS-based mapping and spatial datasets, technical and financial feasibility, carbon sequestration and emissions-reduction analysis, risk mitigation, monitoring, reporting, and verification framework, culminating in the preparation of the Final Feasibility Report and complete PC-I Document. The assignment duration is six months from contract award. Items being procured: - Consultancy services for feasibility study preparation Eligible firms must meet the qualification, experience, and staffing requirements stated in the RFP and be registered on EPADS. The complete RFP including Terms of Reference and evaluation criteria can be downloaded from https://kp.eprocure.gov.pk. Proposals must include a Bid Security of 2% of the quoted Financial Proposal in the form of a Call Deposit Receipt (CDR) from any scheduled bank of Pakistan. Technical and Financial Proposals must be submitted electronically via EPADS only; manual, email, courier, or offline submissions will not be accepted. Proposals remain valid for 90 days and will be evaluated using the QCBS method. The Pre-Bid Meeting is scheduled for 28/10/2026 to clarify assignment deliverables. The submission deadline is 16/11/2026 at 12:00 PM via EPADS, with opening at 12:30 PM the same day. Clarifications can be requested at least five days before submission using the provided contact details. All applicable taxes will be handled per law. The Procuring Entity reserves the right to reject any or all proposals under KPPRA Rules.
