Tender Description
The Pakistan Meteorological Department (PMD) invites Expressions of Interest from national consulting firms for the development of a Policy, Legal, Institutional & Operational Framework (PLIOF) under the Integrated Flood Resilience and Adaptation Project (IFRAP) funded by the World Bank. This consultancy is part of the Component-II Strengthening Hydromet and Climate Services and the Modernization of Hydromet Services of PMD in Pakistan.
Items being procured:
- Consultancy services for Policy, Legal, Institutional & Operational Framework Development
The scope includes providing expert consulting services to develop a comprehensive framework that strengthens hydromet and climate services. The assignment requires firms with demonstrated experience in legal drafting, organizational restructuring, policy development, and institutional strengthening. The consultancy will support PMD in enhancing its operational capacity and governance.
Eligible firms must be legally registered with at least five years of professional consulting experience, including institutional reform, governance, public sector modernization, or environmental governance. Firms should have completed at least two contracts of similar scale and complexity, preferably in the hydromet or climate services sector. Adequate logistical and managerial capacity is also required.
Expressions of Interest must be submitted in sealed envelopes to the Project Implementation Unit (PIU), Strengthening Hydromet and Climate Services, PIU-PMD, Seismic Observatory, Saidpur Village, Islamabad. The deadline for submission is by 1500 hrs (PST) on October 20, 2026, with opening at 1530 hrs the same day. Interested firms can obtain further information during office hours 0900 to 1600 (Monday to Friday).
A practical tip for bidders: Ensure your submission clearly demonstrates compliance with all shortlisting criteria and includes a signed letter of Expression of Interest along with supporting documents for each criterion. Early preparation of these documents will help avoid last-minute delays and ensure timely delivery.
