Consultancy Services for Project Management and Construction Supervision for Pakistan Railways Main Line-1 Karachi-Rohri Section Upgradation

Pakistan Railways, Government of Pakistan, invites Expression of Interest (EOI) for consultancy services for Project Management and Construction Supervision of the Main Line-1 (ML-1) Karachi-Rohri section upgradation project. This project involves upgrading approximately 480 km of the Karachi-Rohri section, including civil and track works, bridges and culverts, stations and yards, and signaling and telecommunications systems. The Ministry of Railways will act as the Executing Agency, while Pakistan Railways is the Implementing Agency through the Project Implementation Unit (PIU) based in Lahore. Items being procured: - Consultancy services for Project Management and Construction Supervision - Civil and track works supervision under FIDIC Red Book (2017) - Signaling and Telecommunications works supervision under FIDIC Yellow Book The consultancy scope includes project management, planning, scheduling, monitoring, construction supervision, quality assurance and control, procurement support, contract administration, review of contractor submissions, interface coordination between civil works and railway systems, environmental and social safeguard implementation, health and safety, risk management, and institutional capacity building. The assignment duration is 72 months starting from the 1st quarter of 2027. Eligibility requires firms with demonstrated technical competence in ADB-financed projects, FIDIC contract administration, and successful delivery of large and complex railway or comparable transport infrastructure projects. Experience in live railway construction supervision, multi-contract and civil/railway-systems interface management, claims and dispute management, and environmental and social safeguards is essential. Evaluation criteria include Technical Competence (60 marks), Management Competence (20 marks), and Geographical Experience (20 marks). The EOI must be submitted online via the Asian Development Bank's Consultant Management System (CMS) by 21st October 2026 (following Manila, Philippines Time).
