Consultancy to Review PC-1 / Detailed Engineering Design & Drawings for Construction of Interchange and Roads at Malir Expressway Hyderabad

The Executive Engineer of the Provincial Highway Division Hyderabad invites proposals through EPADS for engineering consultancy services to review PC-1 and provide detailed engineering design and drawings, preparation of detailed working estimates, BOQ, and revised PC-1 along with geotechnical and soil investigation study for the following scheme: - Construction of Interchange, Interchange Road 30 M Wide Road, 25 M Wide Approach Road at Malir Expressway - Construction of 105 Prestressed Bridge at Shahra-e-Bhutto (Malir Expressway) connecting Education City to Malir Expressway (475.50 M) - Construction of 1.04 KM Road connecting Malir Interchange to Education City Eligible consulting firms registered with PEC, FBR, and Sindh Revenue Board are invited to upload E-bid technical and financial proposals. The consultancy contract is funded partly by the Government of Sindh. Firms must demonstrate relevant experience in detailed engineering drawing and design, preparation of detailed engineering drawings, and construction supervision for major transportation infrastructure projects including prestressed bridges and interchanges. Mandatory eligibility requirements include firm experience, financial turnover, valid registrations, audited reports, affidavits on E-stamp paper, and no blacklisting. The procurement will follow Single Stage Two Envelope procedure under SPPRA Rules 2010 (amended). The RFP documents include Letter of Invitation, Instructions to Consultants, Technical and Financial Proposal forms, Terms of Reference, and Standard Contract Forms. Proposals must be uploaded on the EPADS portal http://portalsindh.eprocure.gov.pk by 22-09-2026 at 09:30 AM and will be opened the same day at 10:00 AM in the office of the Executive Engineer, Provincial Highway Division Hyderabad. A second attempt deadline is 08-10-2026 at 09:30 AM if required. Earnest Money / Bid Security of 3% of the estimated cost amounting to Rs. 3.248 million in shape of Call Deposit and tender fee of Rs. 5,000 in shape of Pay Order from Scheduled Bank of Pakistan in favor of the Executive Engineer must be uploaded with the technical bid. Late or incomplete bids will not be entertained.
