Tender Description
The Directorate General Pakistan Post has reserved funds for the procurement planned for FY 2026-27. The Directorate General Pakistan Post invites eligible bidders to apply for part of the procurement of consultancy services to cover payments under the contract for the 'consultancy services for development of business transformation and optimization plan for Pakistan Post' with the reference of '102751'.
The procurement will follow a Single Stage Two Envelope Procedure of Principal Method of Procurement and will be used by adopting Least Cost Based Selection (LCBS) technique for the subject procurement, in line with the Public Procurement Rules, 2004 and any Regulations and Instructions issued by the Authority from time to time.
All proposals must be accompanied by a Bid Security described in the Bid Security Section in Bidding Document in the form of Call at Deposit, Bank Guarantee or Bid Securing Declaration on the prescribed format.
E-bidding documents, containing detailed terms & conditions, specifications and requirements etc. are available on e-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/102751.
The RFP, prepared in accordance with the instructions in the e-Bidding documents, must be submitted through EPADS v2.0 on or before Tuesday, October 13, 2026 01:30 PM. Proposals will be opened on the same day at Tuesday, October 13, 2026 02:00 PM. Manual submission of RFPs shall not be entertained.

This consultancy requires bidders to be registered on EPADS v2.0 and to comply with the technical and financial bid submission requirements. Bidders should ensure their FBR registration and ATL status are valid. Earnest Money in the form of Bid Security is mandatory.
The submission deadline is strictly on Tuesday, October 13, 2026 at 01:30 PM Islamabad time. Bidders must submit their proposals electronically via EPADS portal only. Manual submissions will be rejected.
