Hiring of Project Management and Construction Supervision Consultant (PMCSC) for Mughal Bazaar, One Central DHA Lahore

One Central Vista (Pvt.) Ltd. invites Expressions of Interest (EOI) from reputable consulting engineering firms for appointment of a Project Management and Construction Supervision Consultant (PMCSC) for Mughal Bazaar at One Central DHA, Lahore. This major commercial mall development has an approximate built-up / covered area of 1,112,509 sq.ft. The assignment includes pre-construction and tender readiness review, design/BIM coordination, procurement support, project management, construction supervision, contract administration, testing and commissioning oversight, handover and project close-out. The Consultant will subsequently be selected through Quality and Cost Based Selection (QCBS). Interested firms shall be duly registered with the Pakistan Engineering Council (PEC) as Consulting Engineer Firms with relevant Project Profile and Service Codes appropriate to the Assignment, and shall possess demonstrable experience in project management and construction supervision of major shopping malls and comparable complex commercial developments. Detailed eligibility, experience thresholds and evaluation criteria are provided in the EOI Document. The EOI Documents, containing the indicative Terms of Reference (TORs), eligibility and evaluation/shortlisting criteria, application forms and submission requirements, are available free of cost for interested firms from the address below from 09:00 AM to 4:00 PM, Monday to Friday. Only shortlisted firms will be invited to participate in the subsequent Request for Proposal (RFP) process. Expressions of Interest, prepared in accordance with the EOI Documents, must reach the undersigned on or before 02 October 2026, 11:30 AM. One (1) Original and one (1) Copy of the complete EOI shall be submitted in a sealed envelope together with one searchable PDF electronic copy on USB flash drive enclosed in the same package.
