Tender Description
The Directorate General of Special Education (DGSE), Ministry of Federal Education and Professional Training Division Islamabad, is procuring consultancy services for design vetting and detailed construction supervision for the establishment of a Center of Excellence for Autism at sector H-8/4, Islamabad. This project aims to create a state-of-the-art facility catering to at least 300 children with autism spectrum disorder, including new construction and renovation works covering civil, electrical, plumbing, HVAC, and other specialized infrastructure.
The consultancy scope includes design vetting of architectural, structural, electrical, mechanical, plumbing, HVAC, fire safety, and ICT specifications, as well as detailed construction supervision for a period of 12 months (6 months execution plus 6 months Defects Liability Period). The consultant will manage contract administration, quality control, progress monitoring, health and safety compliance, and coordination with relevant authorities including CDA for approvals and NOCs. The consultancy team must include experienced professionals such as project managers, architects, structural and MEP engineers, quantity surveyors, material engineers, and support staff with relevant PEC registrations and minimum years of experience.
Eligible firms must have valid PEC registration with at least five years of experience, FBR registration, ATL listing, and a minimum average turnover of PKR 50 million over the last three financial years. Evidence of ongoing consultancy projects with a minimum civil works cost of PKR 1,000 million is mandatory. The bid security of PKR 1,000,000 in the form of original CDR is required. The submission deadline is June 23, 2026, at 02:00 PM, with online submission through EPADS portal and original bid security to be submitted at the Project Director's office in Islamabad.
Bidders are advised to submit complete technical and financial proposals in the prescribed formats, ensuring compliance with all eligibility criteria and submission requirements. A pre-bid meeting will be held on June 11, 2026, at 10:30 AM at DGSE Islamabad. Timely submission and adherence to bid security conditions are critical to avoid disqualification. It is recommended that bidders upload their bids well before the deadline to avoid last-minute technical issues on the EPADS portal.
