Procurement of Operation & Management for 05 Packages of Police Fine Collection Units on National Highways

The National Highway Authority (NHA) invites e-Bids for the procurement of operation and management services for five packages of Police Fine Collection Units on various National Highways until 30.06.2027. This procurement is specifically for the operation and management of police fine collection units across multiple highway packages in Pakistan, managed by the NHA's Finance Wing - Revenue Directorate based in Islamabad. Items being procured: - Package PFC-NH-16-B on Road N-25, Beat Number 3, Location Winder-Uthal KM-116 to KM-166 (N-25), 1 Beat - Package PFC-NH-15 A on Road N-25, Beat Numbers 11 and 12, Location Kalat-Khad Koocha KM-516 to KM-566 and KM-566 to KM-616 (N-25), 2 Beats - Package PFC-NH-17-A on Road N-10, Beat Numbers 1, 2 & 3, Location Gwadar Pasni Makola, 3 Beats - Package PFC-NH-50 on Road N-50, Newly Established PFC Beats, Location Nisai-Killa Saifullah, 2 Beats - Package PFC-NH-KKH-1 on Road KKH, Newly Established PFC Beats, Location Karakoram Highway (KKH), 1 Beat The scope includes the operation and management of police fine collection units at the specified highway locations. Bidders must have NTN Certificate as Active Tax Payer with FBR, valid PEC License in Category O-5 or above, and no revenue shortfall or blacklisting by any government agency. Arbitration cases under process do not disqualify bidders. Bidding will follow a Single Stage-Two Envelopes Procedure. Bidding documents with detailed terms and conditions can be downloaded free of cost from the NHA website starting November 05, 2026. Technical e-Bids must be uploaded on the NHA e-Bidding Portal by November 20, 2026, at 1100 hours. Technical bids will be opened the same day at 1200 hours in the presence of bidders' authorized representatives. Financial bids of only technically qualified bidders will be opened later. Bid Security in original must reach NHA Headquarters by November 20, 2026, at 1130 hours. All bidders must provide an undertaking on stamp paper attested by Notary Public/Oath Commissioner confirming no blacklisting or default and correctness of bid information. Bidders are advised to obtain EPADS (PPRA) registration immediately at www.eprocure.gov.pk. The authority reserves the right to reject any or all bids as per PPRA rules 2026.
