The Communication and Works Division Malakand is inviting consultancy services for the establishment of a Government Girls Degree College at Batkhela, District Malakand. This procurement is managed through the E-Pak Acquisition and Disposal System (E-PADS) and aims to hire an engineering consulting firm to provide expert consultancy services including design, vetting, and supervision of the project. The consultancy firm will be responsible for ensuring compliance with all technical and quality standards throughout the project lifecycle. Eligible bidders must be short-listed consultant firms of the C&W Department specializing in building works. All bids must be prepared in accordance with the Standard Bidding Documents and submitted electronically via the EPADS portal (https://eprocure.gov.pk). Firms or joint ventures will be selected based on the QCBS method, balancing quality and cost criteria. Registration with FBR and KPRA is mandatory. The deadline for submission of comprehensive technical and financial proposals in English is 20-08-2026 by 12:00 Noon. A pre-bid meeting is scheduled for 06-08-2026 at 11:00 AM in the office of the Executive Engineer C&W Division Malakand. RFP documents and Terms of Reference (TOR) can be obtained from the office of the undersigned on any working day during office hours at least three days before the closing date upon payment of Rs. 5000/- (non-refundable).
