Tender Description
The Sukkur Electric Power Company (SEPCO) is procuring consultancy services for the implementation of 132KV SDT Transmission Line projects feeding multiple grid stations including Thari Mir Wah, Nara-II, Radhan, and Padidan in Sukkur, Sindh. This procurement is planned for the financial year 2025-26 and involves comprehensive consultancy covering preparation of project specifications, construction supervision, and testing & commissioning of transmission lines.
The technical scope includes vetting estimates and evaluation of bids related to civil works, erection, stringing, installation, testing, and commissioning of transmission lines. The consultant will ensure compliance with WAPDA, SEPCO, and NTDC standards. Construction supervision tasks involve mobilization of contractors, quality control, site instructions, coordination, and verification of work and materials. Testing and commissioning services include monitoring, reviewing, and assisting in final inspections and acceptance of works.
Eligible bidders must be registered firms with PEC for at least five years, registered with FBR and ATL, and have a physical presence in Pakistan including at least two major cities with one in Sindh. Audited financial statements demonstrating a minimum cumulative turnover of PKR 75 million over the last five financial years are required. The procurement follows a single stage-two envelope procedure using Quality and Cost Based Selection (QCBS).
The submission deadline is Thursday, May 14, 2026, at 12:00 PM via EPADS v2.0 only. Manual submissions will not be accepted. Bidders should ensure timely registration on EPADS and submit all required documents including bid security or bid securing declaration. The technical bid must score at least 70 marks to qualify for financial evaluation.
