Consultancy Services for Integrated National Urban Regeneration in Islamabad and Other Major Cities of Pakistan

The Ministry of Housing & Works Estate Office Management Islamabad invites qualified consultancy firms for the Integrated National Urban Regeneration project covering Islamabad and other major cities of Pakistan. This procurement is based on Quality & Cost Based Selection (QCBS) under the Single Stage Two Envelope (SSTE) bidding procedure. Interested bidders must be registered with Pakistan Engineering Council (PEC) and Pakistan Council of Architects and Town Planners (PCATP) up to 30-06-2027, possess relevant specialization certificates, and have valid Income Tax (NTN) and Sales Tax registration with FBR. Items being procured: - Consultancy services for Integrated National Urban Regeneration in Islamabad - Consultancy services for Integrated National Urban Regeneration in other major cities of Pakistan The technical proposals must be submitted online via e-PADS portal (https://eprocure.gov.pk) and PPRA website (www.ppra.org.pk). A pre-bid meeting is scheduled on 22-10-2026 at 2:00 PM at the Estate Office Management, 8th Floor, Shaheed-e-Millat Blue Area, F-6/1, Islamabad. Proposals must be prepared in accordance with the RFP instructions and submitted by 29-10-2026 at 12:00 hrs. Financial proposals of only technically responsive and qualified firms will be opened after technical evaluation. Bid security of Rs. 3.0 million in the form of Deposit Call Receipt (CDR) in favor of Estate Office Management is mandatory. The Estate Office Management reserves the right to reject any or all bids as per PPRA rules. The issuance of work order is subject to competent authority approval. Bidders are advised to carefully follow the instructions and ensure timely submission to avoid disqualification.
