Procurement of Consultancy Services of Manpower Outsourcing Firm/Company

The Health Department of Khyber Pakhtunkhwa, through its Project Director of the Establishment of Khyber Pakhtunkhwa Health Information and Service Delivery Unit (KP-HISDU), invites proposals from experienced Manpower Outsourcing Companies/Firms. These firms must have demonstrated experience in executing IT projects within the health sector. The procurement is for deployment of technical human resources to develop various software modules under a framework contract for the Health Department in Peshawar. Items being procured: - Consultancy services for manpower outsourcing - Deployment of technical human resources for software development The scope includes provision of qualified manpower with relevant IT expertise to support the Health Department's software development needs. The contract will be treated as a single package covering all required human resources and deliverables. Interested firms must meet prescribed eligibility and qualification criteria as detailed in the Standard Request for Proposals (SRFP) documents. The SRFP documents, containing detailed information on assignment scope, eligibility, terms of reference, and technical specifications, can be downloaded from the KPPRA and Health Department websites, as well as the e-PADS portal at kp.eprocure.gov.pk. A fixed Bid Security (earnest money deposit) of PKR 500,000 in the form of a Call Deposit Receipt or Bank Guarantee in favor of the Project Director, KP-HISDU, must be uploaded with the bid. The original bid security must be furnished to the Procuring Entity before bid closing. Key dates include a Pre-Bid Meeting on 06-11-2026 at 11:00 A.M. and electronic submission of proposals through e-PADS before 16-11-2026 at 1400 hours. Technical proposals will be opened the same day at 1430 hours in the presence of bidders' representatives. The Health Department reserves the right to reject any or all bids as per Rule 47 of the KP Public Procurement Rules, 2014. Bidders are advised to carefully review the SRFP documents and ensure timely electronic submission via the e-PADS portal to avoid disqualification. Manual submissions will not be accepted.
