Tender Description
Sindh Teacher Education Development Authority (STEDA), under the School Education & Literacy Department, Government of Sindh, Karachi, invites proposals for the procurement of consultant services through engaging an educational organization (3rd party) for conducting the Teaching License Test (Phase-II). This consultancy is for a period of three years covering design, development, administration, management, and quality assurance of Teaching License Tests for Elementary and Secondary levels, including Stage-I written tests and Stage-II classroom demonstration evaluations.
Items being procured:
- Design and development of Teaching License Tests
- Administration and management of tests across Sindh
- Quality assurance and security of test materials
- Evaluation of Stage-II Classroom Demonstration videos
- Reporting and result compilation
The consultancy requires demonstrated experience in teacher education and large-scale test administration, accreditation with National Accreditation Council for Teacher Education (NACTE), and compliance with Sindh Public Procurement Rules 2010. The scope includes conducting tests for approximately 5,000-10,000 Elementary and 10,000-20,000 Secondary candidates annually across all districts of Sindh.
Bidders must submit technical and financial proposals through the e-PADS portal by 26th November 2026 at 2:00 pm. Bid security of PKR 3,000,000/- in the form of Pay Order/Demand Draft in favor of DDO, STEDA is required. The contract will be awarded based on Quality and Cost Based Selection (QCBS) method. Performance security of 5% of contract amount will be required from the successful bidder.
The consultancy firm must ensure secure and comfortable testing centers, maintain confidentiality and integrity of test materials, and comply with all terms and conditions outlined in the RFP. The selected firm will coordinate closely with STEDA and provide timely reports and results within 30 calendar days post-test conduct.
Interested firms should carefully review the detailed Terms of Reference and submit proposals accordingly. One practical tip for bidders is to ensure all mandatory eligibility documents, including FBR registration, ATL certificates, NACTE accreditation, and non-blacklisting affidavits, are complete and verifiable to avoid disqualification.
This is a significant opportunity for qualified firms to contribute to the professionalization of teaching in Sindh through a transparent and merit-based licensing system.
