Pre-Qualification of Firms for Consultancy Services (Design/RE Supervision) for Military Engineer Services Facilities at Multiple Locations

The Military Engineer Services is inviting applications for pre-qualification of firms, contractors, and consultants for consultancy services, specifically Design and Resident Engineer (RE) Supervision, for various facilities across multiple strategic locations. The notice is issued by the Engineer-in-Chief Branch, GHQ, Rawalpindi, and targets experienced firms in the construction, electrical, mechanical, and plumbing sectors registered with PEC in the relevant field. Items being procured: - Consultancy Services (Design/RE Supervision) for facilities at Kamra, Taxila, Rawalpindi, Chaklala, Islamabad, Sialkot, Muzaffarabad, Swat, Karachi, Shah Bandar, Sujawal, Jewani, Pasni, Ormara, Turbat, and Gwadar The technical scope covers a wide range of engineering consultancy and supervision services for both new and existing infrastructure at the listed locations. Firms must provide details of completed projects, including work orders, locations, and completion certificates. Only those enlisted with PEC in Category C-2 and above, with validity up to June 2027, are eligible. Preference is given to firms already enlisted with MES in Category A, but non-enlisted firms may also apply with a 2% refundable bid security. Pre-qualification with the Engineer-in-Chief's Branch at GHQ Rawalpindi is mandatory, and there should be no outstanding DI&E recoveries or special reports. Applications must be submitted to the E-in-C's Branch, GHQ Rawalpindi, by 1130 hours on 7 September 2026. Tenders will be opened the same day at 1200 hours.
