Procurement of Consultancy Services to Design, Deploy, and Operate a National Digital Outreach, Advisory, and Capacity Building Program for MSMEs - Access to All (A2A)

The Small and Medium Enterprises Development Authority (SMEDA) Lahore invites qualified consultancy firms to submit proposals for the design, deployment, and operation of a National Digital Outreach, Advisory, and Capacity Building Program for MSMEs titled 'Access to All (A2A)'. This initiative aims to address critical challenges faced by MSMEs in Pakistan, including limited access to advisory support, uneven digital adoption, low financial inclusion, and weak regulatory compliance, with a special focus on women-led enterprises. Items being procured: - Design, development, and deployment of an integrated digital platform including IVR, SMS, chatbot, advisory system, training modules, MSME registration and survey management, centralized MSME database integration with SMEDA's SME Registration Portal (SMERP), and real-time monitoring dashboard. - Delivery of digital outreach campaigns targeting up to 7 million MSMEs nationwide over three years. - Provision of scalable digital business advisory and coaching support to at least 750,000 MSMEs. - Voice-based training and skills development for 15,000 MSMEs using interactive and gamified content. - Digital surveys and data collection engaging 2,500 MSMEs. - Specialized outreach, registration, training, and mentorship programs for women entrepreneurs, including building a database of 10,000 women-led MSMEs and training 5,000 women participants. The consultancy will implement a user-centered, scalable, and data-driven approach prioritizing accessibility for MSMEs with diverse literacy and device capabilities, emphasizing digital trust and sustainability. The contract duration is 36 months, divided into design and deployment, service delivery, and post-delivery support phases. Eligibility requires firms to be registered in Pakistan, have at least 10 years of verifiable experience, NTN and STRN registration, active tax payer status, and proven experience in mobile-based IVR surveys, targeted SMS campaigns, social media/messaging chatbots, and digital outreach campaigns. Bid security in the form of Demand Draft or Bid Securing Declaration is mandatory. Proposals must be submitted electronically via the e-Pak Acquisition and Disposal System (EPADS) by **Monday, August 31, 2026, 01:00 PM**. Manual submissions will not be accepted. The technical and financial proposals will be evaluated using Quality and Cost Based Selection (QCBS) with a minimum technical score of 70% required for financial evaluation.
