Establishment of Sports Stadium and Consultancy Services at District Chitral Upper

The Sports and Youth Affairs Department Khyber Pakhtunkhwa invites electronic bids through the E-Pak Acquisition and Disposal System (E-PADS) for the establishment of a sports stadium at District Chitral Upper and consultancy services for design and supervision of the same project. This procurement is under the Single Stage Two Envelope procedure as per KPPRA Rules 2014. Items being procured: - Establishment of Sports Stadium at District Chitral Upper (Estimated Cost Rs. 292.17 Million) - Consultancy Services for Design and Supervision of the Project (Estimated Cost Rs. 6.77 Million) The works include construction activities for the stadium, requiring PEC registration in category C3 and above. The consultancy services require firms with valid PEC registration and relevant experience. Bidders must be registered with KPRA and be on the Active Taxpayer List (ATL). Bid security of 2% of the engineer's estimate is mandatory. The technical and financial bids must be submitted electronically via the E-PADS portal, with the hard copy of the CDR reaching the Directorate of Works & Implementation office before the deadline. The project demands ownership or lease agreements for key construction equipment such as excavators, rollers, compactors, and concrete mixers. Bidders quoting more than 20% below the engineer's estimate must provide detailed rate analysis and additional performance security. The contractor is responsible for structural stability and quality assurance. Bids will be evaluated on technical merit and cost under the Quality Cum Cost-Based Selection (QCBS) method. The last date for submission and opening of bids is 14th October 2026, with technical bids opening at 11:00 AM and financial bids at 2:30 PM and 3:00 PM respectively.
