Procurement of Services for Digital Transformation and Operational Automation by Sindh Lakhra Coal Mining Company Pvt. Ltd.

Sindh Lakhra Coal Mining Company Pvt. Ltd. (SLCMC), under the Energy Department, Government of Sindh, invites reputable and technically competent software development and consulting firms to submit proposals for the procurement of services related to Digital Transformation and Operational Automation. This procurement is aimed at designing, developing, supplying, installing, integrating, testing, commissioning, and providing post-implementation support for an Integrated Digital Management Platform. The platform will cover modules including Mine Survey and Digital Geo-Mapping, Weighbridge Automation and Vehicle Management, Pharmacy and Medical Patient Management, HR and Attendance Management, and a Centralized Management Dashboard for Karachi Head Office and authorized users. Items being procured: - Design, development, and implementation of software modules for digital transformation - Mobile/tablet applications with offline synchronization - Hardware including rugged Android tablets (6 units), local application servers, weighbridge operational desktops (2 units), thermal token printers (4 units), A4 laser printers (2 units), serial converters (2 units), UPS units (2 units), external backup drives (2 units), networking equipment including switches (3 units), 4G/5G routers and boosters (3 units), CAT-6 cabling and accessories - Vendor-provided cloud hosting, storage, backup, and synchronization services for at least 12 months - Training, documentation, source code and cloud credential handover, and warranty/support The technical scope includes secure APIs, local-first operation with two-stage synchronization (device to local server, local server to cloud), integration with biometric attendance devices, weighbridge indicator integration via RS-232/RS-485/TCP-IP, GIS mapping, and role-based access control. The solution must ensure offline operability and secure synchronization once internet connectivity is restored. The project will be executed over a maximum period of 180 calendar days with detailed milestones including site surveys, module development, UAT, training, and final acceptance. Eligibility requires firms to have at least three years of relevant experience in software development, digital transformation, and enterprise systems. Bidders must be registered with relevant tax authorities and the Sindh Public Procurement Regulatory Authority (SPPRA) EPADS portal. A bid security of 2% of the bid amount and a non-refundable tender fee of Rs. 3,000/- are mandatory. Bids must be submitted online through the SPPRA EPADS portal by 08th October 2026 at 3:00 pm. Technical proposals will be opened publicly on the same day at 3:30 pm in the presence of bidders or their representatives at the SLCMC Head Office, Karachi. Financial proposals of technically qualified bidders will be opened later and communicated accordingly. Bidders are advised to carefully review the detailed bidding documents available on the SPPRA EPADS portal and the official SLCMC website www.sindhmining.com. Earnest money, bid validity, and other terms are as per SPPRA rules. The Procuring Agency reserves the right to increase or decrease quantities and to accept or reject any bid without assigning reasons. A practical tip for bidders: Ensure your technical proposal includes verifiable evidence of similar completed projects, live or recorded demonstrations of offline synchronization capabilities, and integration with weighbridge hardware as per specifications.
