Tender Description
The Local Government Department, Government of Sindh, Karachi, is procuring consultancy services for the planning, design, preparation of revised PC-1, tender documents, bid evaluation, and construction supervision of a graveyard and associated track at Korangi, Karachi. This project involves detailed topographic survey, soil investigation, hydrological studies, master planning, layout design, preparation of bidding documents using SPPRA standards, tender assistance, and construction supervision including quality assurance and contract administration.
The technical scope includes digital topographic survey with GPS and EDM traversing, soil sampling and testing, hydrological analysis for bund modification, detailed design using Sindh CSR 2024 and relevant codes such as AASHTO LRFD and Pakistan Building Code, preparation of BOQ and engineer's estimate, and supervision of construction activities including material approvals, shop drawings, method statements, progress monitoring, and claim processing. The consultancy also covers defect liability period inspections and final project completion reporting.
Eligible bidders must possess valid PEC registration with specified project profile and service codes, NTN and Sindh Board of Revenue registration, and must not be blacklisted. Experience in planning, design, and supervision of public buildings and roads is required, with a minimum technical score of 80 for qualification. The consultancy fee is based on a percentage of construction cost, initially estimated at Rs. 400 million, with payments linked to deliverables and contractor's work progress.
