Military Engineer Services is inviting applications for the pre-qualification of firms and contractors for consultancy services, specifically design and resident engineering (RE) supervision, for a range of civil and infrastructure works at multiple locations including Islamabad, Rawalpindi, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Gwadar, Quetta, Ormara, Turbat, Taxila, and Kamra. The notice is issued by the Engineer-in-Chief Branch, GHQ, Rawalpindi, and aims to establish a pool of qualified firms for upcoming projects in these cities. Items being procured: - Consultancy Services (Design/RE Supervision) for works at Islamabad, Rawalpindi, Lahore, Sialkot, Muzaffarabad, Swat, Karachi, Gwadar, Quetta, Ormara, Turbat, Taxila, and Kamra The technical scope covers a broad range of construction, electrical, mechanical, and plumbing works. Firms must demonstrate experience in these fields and provide details of completed projects, including work orders, locations, and completion certificates. Only firms enlisted with PEC in Category C-2 and above, with validity up to June 2027, are eligible. Preferably, firms should also be enlisted with MES in Category A. Non-enlisted firms must submit a 2 percent bid security, which is refundable. Pre-qualification with the Engineer-in-Chief's Branch, GHQ Rawalpindi, is mandatory, and firms must have no special report of DI&E and no outstanding DI&E recoveries. Applicants must submit a list of personnel, bank statements, NTN certificates, and income tax returns for the last three years. Tenders will be issued only to pre-qualified firms, and applications must be received at the E-in-C's Branch, GHQ Rawalpindi, by 1130 hours on 31 August 2026. The opening will take place the same day at 1200 hours. Incomplete applications will not be entertained, and the Accepting Officer reserves the right to reject any or all applications as per PPRA rules. A practical tip: Ensure all supporting documents, especially PEC and MES enlistment certificates, are up to date and included in your submission to avoid disqualification at the pre-qualification stage.
