Procurement of Consultancy Services for Design, Configuration and Deployment of a Web-Based Project Monitoring and Performance Dashboard for SMEDA Business Plan

The Small and Medium Enterprises Development Authority (SMEDA) invites qualified and experienced firms to submit proposals for the procurement of consultancy services for the design, configuration, and deployment of a web-based Project Monitoring and Performance Dashboard for the SMEDA Business Plan 2025–28. This consultancy aims to develop a scalable, real-time dashboard solution to monitor progress across SMEDA's multi-year portfolio of projects and interventions, covering strategic themes such as enterprise outreach, capacity building, financial facilitation, and institutional development. Items being procured: - Design, Configuration and Deployment of a Web-Based Project Monitoring and Performance Dashboard - Development of a comprehensive Monitoring and Results Framework including KPIs Register - Data Architecture Design and Platform Recommendation - Dashboard prototype development including portfolio, theme, project, and regional views - Data Entry Interface design with audit trail and role-based access - Capacity Building and Training for Project Managers, Theme Leads, and Senior Management - Post-Implementation Support for three months including troubleshooting and handover The scope includes detailed requirements analysis, platform selection, dashboard development, data entry interface design, capacity building, and post-deployment support. The consultancy will ensure the dashboard supports evidence-based decision-making with real-time data consolidation, trend analysis, and automated reporting aligned with public sector standards. Eligibility criteria require firms to be legally registered, on the Active Taxpayer List, with at least five years of relevant experience, average annual revenue of PKR 50 million over the last three years, and no blacklisting history. Bidders must submit a bid security or bid securing declaration as per the RFP. The procurement will follow a Single Stage Two Envelope procedure using Quality and Cost Based Selection (QCBS). Proposals must be submitted electronically via EPADS v2.0 by 27 August 2026 at 2:00 PM. Manual submissions will not be accepted. The opening of proposals will occur on the same day at 2:30 PM.
