Tender Description
Multan Electric Power Company Limited (MEPCO) invites eligible bidders including individual consultants, firms, or joint ventures to submit E-Bids for consultancy services. The procurement is for hiring a consultant to conduct a feasibility study focused on replacing or supplementing high Aggregate Technical & Commercial (AT&C) loss rural feeders with off-grid renewable energy solutions. This tender is issued by MEPCO's Director (Procurement) Distribution office located on Khanewal Road, Multan.
Items being procured:
- Consultancy services for feasibility study on replacing or supplementing high AT&C loss rural feeders
- Off-grid renewable energy solutions assessment
The scope involves detailed technical and financial analysis of existing rural feeders suffering from high AT&C losses and exploring viable off-grid renewable energy alternatives. The consultant will be expected to provide comprehensive reports and recommendations to support MEPCO's strategic energy planning. The study will require expertise in power distribution, renewable energy technologies, and rural electrification challenges.
Eligible bidders must be registered with FBR and appear on the Active Taxpayers List (ATL). Experience in power sector consultancy, especially in renewable energy and distribution loss reduction, will be advantageous. The bidding process follows the Single Stage Two Envelope procedure as per PPRA rules. Bid security in the form of Deposit-at-Call, Bank Draft, Pay Order, or Bid Guarantee from a scheduled bank is mandatory. All bids must be submitted electronically via EPADS; manual bids will not be accepted.
The deadline for E-Bid submission is **21-08-2026 at 11:15 AM**, with bid opening scheduled for the same day at 11:45 AM. Bidders should ensure their bids are clearly marked with the tender number and title and submitted to the office of the Director (Procurement) Distribution MEPCO Multan before the deadline.
A practical tip for bidders: Carefully review the technical requirements and ensure your proposal clearly demonstrates relevant experience and technical capacity in renewable energy feasibility studies. Early registration on EPADS and timely submission will avoid disqualification due to procedural errors.
