Consultants for Online Tenders Form Design for Ministry of Housing & Works Islamabad

The Ministry of Housing & Works, Estate Office Management, Government of Pakistan, Islamabad, invites qualified firms for consultancy services to design online tenders forms for integrated national urban regeneration in Islamabad and other major cities of Pakistan. The procurement is based on Quality & Cost Based Selection (QCBS) method under Single Stage Two Envelope (SSTE) bidding procedure. Bidders must be "post-qualified" based on information provided in the Technical Proposals. Items being procured: - Consultancy services for online tenders form design Interested applicants may obtain further information from the Estate Office (Estate Office) through e-procurement portal https://epads.gov.pk/portfolios/federal/procurements/171585. A pre-bid meeting will be held on 06-11-2026 at 2:30 PM in the Committee Room of Estate Office Management, 8th Floor, Shaheed-e-Millat Blue Area, F-6/1, Islamabad. Technical proposals must be submitted by 13-11-2026 at 2:00 PM and will be opened the same day at 2:30 PM. Proposals without Bid Security in favor of Estate Office Management will be rejected. Partial, incomplete, or conditional bids will not be considered. Financial proposals of only technically responsive and qualified firms will be opened and communicated later. Eligibility requires valid registration with Pakistan Engineering Council (PEC) and Pakistan Council of Architects and Town Planners (PCATP) up to 30-06-2027, possessing relevant fields of specialization, NTN & Sales Tax Registration with FBR. Earnest Money / Bid Security of Rs. 0.15 million in form of deposit at call in favor of Estate Office Management is mandatory. The issuance of Work Order is subject to approval of Competent Authority. Estate Office Management will not entertain any claim for costs incurred by bidders for preparation and submission of bids.
