Appointment of Independent Consultant / Auditor Firm for Evaluation of Operator Claims and Financial Information for Sindh Mass Transit Authority

Sindh Mass Transit Authority (SMTA), Government of Sindh, Karachi, invites sealed proposals from eligible Chartered Accountant firms for the appointment of an Independent Consultant / Auditor Firm for evaluation of operator claims, contractual payment entitlements, and related financial information for the financial years 2026-27. This procurement is conducted under National Competitive Bidding through the EPAD System using a Single Stage Two Envelope procedure. Items being procured: - Development and institutionalization of an enterprise-wide Internal Controls Framework including policies, SOPs, process documentation, control monitoring tools, and training. - Outsourced accounting services for SMTA covering general ledger maintenance, accounts payable, treasury and bank management, fixed assets accounting, revenue accounting including fare revenue reconciliation, payroll accounting support, financial reporting, tax compliance, and internal control adherence for a period of one year. The scope includes detailed assessment and design of financial, procurement, project, operational, asset, HR, and IT controls, preparation of SOPs for priority processes, and implementation support. The accounting services will ensure compliance with Government of Sindh requirements, statutory tax filings, and audit readiness. Eligible bidders must be qualified Chartered Accountants firms registered with ICAP, with at least 10 years of experience, valid FBR registration, ATL status, and meet detailed technical and financial criteria including minimum turnover and quality control reviews. Bidders must submit both technical and financial proposals via EPAD and physically submit tender fees and bid security in the form of a Pay Order to SMTA office. Key dates include availability of RFP documents from 27th October to 13th November 2026, a pre-bid meeting on 4th November 2026 at 3:00 pm at SMTA Committee Room, and technical proposal opening on 13th November 2026 at 3:30 pm.
