Appointment of Independent Consultant / Auditor Firm for Evaluation of Operator Claims and Financial Information

The Sindh Mass Transit Authority (SMTA), Government of Sindh, Karachi, invites sealed proposals from eligible Chartered Accountant firms for the appointment of an Independent Consultant / Auditor Firm for evaluation of operator claims, contractual payment entitlements, and related financial information for the financial years 2026-27. This procurement is conducted under National Competitive Bidding through the EPAD System using a Single Stage Two Envelope procedure. Items being procured: - Development and institutionalization of an enterprise-wide Internal Controls Framework including governance, financial, procurement, contract, project, operational, asset, HR, and IT controls - Preparation of Standard Operating Procedures (SOPs) and process documentation - Control monitoring toolkit and implementation roadmap - Outsourced accounting services for one year including general ledger maintenance, accounts payable management, treasury and bank management, fixed assets accounting, revenue accounting and reconciliation, payroll accounting support, financial reporting, tax compliance, and internal control adherence The scope includes a comprehensive assessment and design of internal controls, preparation of detailed SOPs, control monitoring and reporting mechanisms, pilot implementation, and capacity transfer to SMTA personnel. The outsourced accounting function will ensure timely and accurate accounting records, compliance with applicable laws and standards, and preparation of audit-ready financial statements. Eligibility criteria include valid registration with FBR and ICAP, minimum 10 years experience as Chartered Accountants, minimum average annual turnover of PKR 500 million over last three years, active taxpayer status, and satisfactory quality control reviews. Bidders must not be blacklisted and must comply with integrity and conflict of interest requirements. Key dates: RFP documents available from 27th October to 13th November 2026. Pre-bid meeting on 4th November 2026 at 3:00 p.m. Technical proposals to be uploaded on EPAD System by 13th November 2026. Tender fees and bid security to be submitted physically at SMTA office. Technical proposals will be publicly opened on 13th November 2026 at 3:30 p.m. at SMTA Committee Room, Karachi. The contract is lump sum for one year with possible extension for two additional years based on performance. Payment will be made quarterly for outsourced accounting services.
