Tender Description
The Pakistan Reinsurance Company Limited (PAKRE) under the Ministry of Commerce is procuring coverage services specifically for Pakistan Petroleum Limited Terrorism risks. This procurement is planned for the financial year 2025-26 and is based in Karachi, Sindh. The scope involves provision of non-consultancy services related to terrorism coverage, ensuring protection against terrorism-related risks for Pakistan Petroleum Limited.
The procurement will be conducted through the EPADS v2.0 platform using a Single Stage-Two Envelope procedure under the Least Cost Based Selection (LCBS) method. Bidders must be registered on EPADS v2.0 and submit their bids electronically by the deadline. All bids must be accompanied by a Bid Security in the form of Pay Order, Bank Guarantee, Others, or a Bid Securing Declaration as per the prescribed format.
Eligible bidders should possess the necessary technical competence, financial resources, and experience to complete the contract. They must also have valid FBR registration and be on the Active Taxpayers List (ATL). The procurement notice emphasizes compliance with Public Procurement Rules, 2004, and requires bidders to avoid any fraudulent or corrupt practices.
The key submission deadline is Monday, May 18, 2026, at 11:00 AM, with bid opening at 11:30 AM on the same day. Manual submissions are not accepted. Bidders are advised to carefully review the bidding documents available on the e-Pak Acquisition and Disposal System (EPADS) and ensure timely registration on the platform if not already registered.
A practical tip for bidders is to thoroughly prepare their technical and financial bids in accordance with the detailed terms and conditions provided in the bidding documents. Early registration on EPADS and submission of all required documents, including Earnest Money or CDR, will help avoid last-minute issues and ensure compliance with the procurement process.
