Crossing of 11 KV Independent Feeder over Swat River near Ayub Bridge for Supplying Power to PAF Base Kanju, Swat

Peshawar Electric Supply Company (PESCO) invites bids for the crossing of an 11 KV Independent feeder over the Swat River near Ayub Bridge to supply power to PAF Base Kanju, Swat. This project involves installation of towers for the crossing river Swat of 11 KV Independent Feeder under PAF Deposit Work, including associated civil and electrical works. Items being procured: - Installation of Towers for Crossing River Swat of 11 KV Independent Feeder The scope includes civil and electrical works related to the installation of towers at the specified location. The project completion period is 120 days from the commencement date. Bidders must be registered on EPADS V-2.0 and meet eligibility criteria including PEC registration in Category C-6 or above with specialization codes CE-02 and EE-05, valid FBR/NTN and Active Taxpayer status, KPRA registration where applicable, and EPADS registration. Bidders should demonstrate an average annual construction turnover of at least 70% of the estimated contract cost, financial resources/cash flow of at least 30%, and satisfactory completion of at least two similar contracts in the last five years each valued at not less than 50% of the estimated contract cost. Experience in bored RCC pile foundations and key activities for 132 kV or higher overhead transmission-line works is also required. Earnest money in the form of a Call Deposit Receipt (CDR) equal to 3% of the estimated contract cost amounting to PKR 439,495 must accompany each bid. The CDR should be issued in favor of the Project Director (GSC), PESCO. A scanned copy of the CDR must be uploaded with the bid, and the original CDR submitted to the Project Director's office before the electronic bid submission deadline. Bid Securing Declaration (BSD) is not acceptable. Bidding will be conducted through National Competitive Bidding under the Single Stage-Single Envelope procedure using Least Cost Based Selection (LCBS) in accordance with Public Procurement Rules and e-Pak Procurement Regulations. Technical and Financial proposals shall be submitted electronically through EPADS V-2.0. Manual bids will not be entertained. The bid submission deadline is 26th October 2026 at 10:00 hours.
