Deployment of GPON OFC Network at Various Sites of Quetta

The National Telecommunication Corporation (NTC) is procuring the deployment of a GPON Optical Fiber Cable (OFC) network at various government sites in Quetta, Balochistan. This project involves laying OFC feeder cables, installation of optical distribution networks, and associated civil and electrical works across multiple key locations including Civil Secretariat, CM and Governor House, AG Office, Railway Accounts Academy, MSU Central, BDA, Commissioner Office, LG Office, and Cantonment areas. The technical scope covers supply and installation of optical fiber cables of various fiber counts, joint enclosures, FDH cabinets, FATs, splitters, pigtails, patch cords, HDPE pipes, and related accessories. The work includes excavation, laying of ducts and cables, splicing, installation of racks and cabinets, and testing as per NTC and PTCL technical specifications. The contractor is responsible for transportation, packing, and ensuring proper permissions and right of way. Eligible bidders must have valid PEC registration in categories EE07 and EE08, be registered as active taxpayers with FBR and provincial tax authorities, and have at least three years of relevant telecommunication experience in Pakistan. Firms must not be blacklisted and should have an established office in Pakistan. Technical staff with telecom/electronics/electrical/computer engineering experience and relevant equipment are required. The tender documents are available on the EPADS portal (www.eprocure.gov.pk). Electronic bids must be submitted via EPADS by 18 June 2026 at 12:00 PM, with bid opening at 12:30 PM the same day. Original bid security of PKR 2,650,000 must reach the NTC office in Karachi before the deadline. Manual or late submissions will be rejected. A practical tip for bidders is to ensure all required documents including PEC certificates, tax registrations, bid security, and technical compliance statements are complete and uploaded correctly on EPADS. Early submission is advised to avoid last-minute technical issues. Strict adherence to the single stage single envelope procedure and bid validity of 180 days is mandatory.
