Tender Description
This tender invites bids for the deployment of skilled and unskilled sanitary health workers to maintain the water supply and sewer network across all towns of Karachi under the Karachi Water and Sewerage Corporation (KWSC). The contract spans 12 months and requires firms with proven experience in manpower provision for sewerage and water supply maintenance. The scope includes technical, semi-skilled, and non-skilled staff to support operations such as blockage removal, desilting, jetting, and mechanical cleaning. The workforce must be medically fit, trained, and equipped with uniforms and PPE. The contractor will also manage attendance, reporting, transportation, and safety compliance.
The work involves continuous maintenance of Karachi's extensive sewer and water supply network, demanding efficient manpower management and coordination with KWSC's technical teams. The contractor must ensure timely response to complaints and maintain high service standards. The contract requires adherence to labor laws, safety protocols, and provision of insurance coverage for workers. The operational challenges include managing workforce deployment across multiple districts and ensuring uninterrupted service delivery.
Bidders must be registered with FBR, Sindh Revenue Board, and PEC, and meet eligibility criteria including financial soundness and relevant experience. The bid security is PKR 10,000 non-refundable, with a bid validity of 90 days. The contract requires a 5% performance guarantee. Firms must submit technical and financial proposals separately under the single stage two envelope procedure. The pre-bid meeting is scheduled for 26 January 2026 at KWSC office, Karachi.
Submission deadline is 04 February 2026 at 11:00 AM, with technical bids opening at 11:30 AM the same day at KWSC Secretariat. Bids must be submitted online via the Sindh e-Procurement System (EPADS). The contract is funded by KWSC own funds. Bidders should ensure compliance with all bid document requirements, including integrity pact and bid security. Late or conditional bids will be rejected.
