Design, Supply, Installation, Commissioning, Operation and Maintenance of an Integrated Hyperlocal Sensor Mesh (HYSEM) Network Including Solar Power Backup, Central Data Management System, Monitoring Software and Associated Services

The Environment Protection & Climate Change Department (EPCCD) through its Strategic Planning and Implementation Unit (SPIU) invites applications for Pre-Qualification from national and local companies/firms registered on the Punjab E-Procurement System (EP) for the project titled 'Design, Supply, Installation, Commissioning, Operation and Maintenance of an Integrated Hyperlocal Sensor Mesh (Hysem) Network, Including Solar Power Backup, Central Data Management System, Monitoring Software, and Associated Services'. This project is based in Lahore and aims to establish a comprehensive sensor network with solar power backup and centralized data management to support environmental monitoring and climate change initiatives. Items being procured: - Design, Supply, Installation, Commissioning, Operation and Maintenance of an Integrated Hyperlocal Sensor Mesh (Hysem) Network - Solar Power Backup - Central Data Management System - Monitoring Software - Associated Services The scope broadly covers the complete package for the design and operationalization of the Hysem network including all related hardware, software, and maintenance services. Applicants must be registered with the Punjab E-Procurement System and demonstrate capability to undertake the full scope of the project. Partial participation is not allowed. The pre-qualification process will be conducted online through the Punjab E-Procurement System in accordance with Punjab Procurement Rules 2014 (amended). Applicants must submit their pre-qualification documents online by 1st September 2026 at 11:00 AM. The applications will be opened on the same day at 11:30 AM. Late submissions or incomplete applications will be rejected. Interested bidders should ensure compliance with all requirements including registration on the EP system and submission via the PDF upload method.
