Design, Supply, Installation, Commissioning, Operation and Maintenance of an Integrated Vehicle Emission Monitoring Equipment and Associated Infrastructure

The Environment Protection and Climate Change Department (EPCCD), through its Strategic Planning and Implementation Unit (SPIU), Government of the Punjab, Lahore, invites applications for pre-qualification from national and local companies or firms for the design, supply, installation, commissioning, operation, and maintenance of an integrated vehicle emission monitoring equipment and associated infrastructure. This project aims to establish a comprehensive vehicle emission scanning and monitoring system to support environmental protection efforts in Punjab. Items being procured: - Design, Supply, Installation, Commissioning, Operation and Maintenance of an Integrated Vehicle Emission Scanning & Monitoring System and Associated Infrastructure The scope broadly covers a complete package for the integrated vehicle emission monitoring system. Applicants must be registered on the Punjab E-Procurement System (EP) and with relevant registration authorities and tax departments. Joint ventures or consortiums are allowed to participate. The pre-qualification process will be conducted online through the Punjab E-Procurement System (EP) in accordance with Punjab Procurement Rules 2014 (amended). Applicants must submit duly completed, signed, and stamped applications online by 24th August 2026 at 11:00 AM, with required documents. Applications will be opened at 11:30 AM on the same day in the presence of participants who may choose to attend. Partial or conditional applications will be disqualified. Applicants must demonstrate capability to undertake the complete scope; partial participation is not allowed. Interested parties may obtain further information from the Assistant Director (Procurement), SPIU, EPCCD, Lahore. Late submissions or non-conforming applications will be rejected. The procuring agency reserves the right to reject all applications as per PPRA Rules 2014.
