Tender Description
National Grid Pakistan, responsible for the development and control of the power transmission system in the country, invites sealed bids through Single Stage Two Envelope Procedure on National Competitive Bidding (NCB) basis from eligible firms registered with Income Tax and Sales Tax Departments and listed on the Active Taxpayers List of the Federal Board of Revenue for a consultancy assignment in Hyderabad.
The assignment involves detailed route survey and engineering/design for rerouting of existing 500 kV and 220 kV transmission lines affected by the proposed Sukkur–Hyderabad Motorway (M-6). The scope includes detailed route alignment and topographic surveys, soil/subsoil investigations, tower spotting and make-up, preparation of plan and profile drawings, foundation design, sag-tension and stringing charts, electrical clearance calculations, bill of quantities (BOQ), construction drawings, and complete engineering/design documentation for rerouting the affected transmission lines as detailed in the tender document.
Eligibility requires firms to have relevant experience including completion of contracts involving route alignment surveys or check surveys of 220 kV or higher voltage overhead transmission lines with aggregate surveyed length of at least 100 km, and soil/subsoil investigations for similar scale. Documentary evidence of experience, client references, and other supporting documents are mandatory. Documents in languages other than English must be accompanied by authenticated English translations.
Bid security of PKR 600,000 is required in the prescribed form. Bidding documents along with bid security must be submitted to the Director (Projects) Hyderabad office before the deadline. Proposal submission deadline is 16 November 2026 at 10:00 hours PST, with technical proposal opening at 11:30 hours the same day.
Firms must be registered with Income Tax and Provisional Sales Tax Departments, listed on the Active Taxpayers List, and registered with PEC in the appropriate category as per NGC specifications, valid up to date with original certificates. All government taxes will apply as per relevant notifications.
The contract will be awarded to the lowest evaluated and technically responsive bidder. NGC reserves the right to reject any or all bids as per PPRA Rules 2026. Each page of bidding documents/drawings must be signed and stamped by the bidder.
A practical tip for bidders is to ensure complete compliance with the bid security requirements and timely submission through the EPADS 2.0 portal as specified, to avoid disqualification on procedural grounds.
