Development of Commercial Corporate and Club Building

PCSIR Employees Cooperative Housing Society Ltd Lahore invites Expressions of Interest from reputed and experienced civil contractors and development firms for the development of a Commercial Corporate and Club Building on a 09 Kanal 02 Marla plot located at PCSIR ECH Society Phase-I, Main Canal Road, Lahore. The project is on a Built & Transfer (BT) basis. Items being procured: - Multi-Storey Building consisting of Basement (for car parking), Ground, First, Second, and Third floors The project involves construction of a multi-storey building with a basement dedicated to car parking and multiple floors above ground. The Society will retain specific floors while the remaining floors will be sold by the successful developer/contractor to recover construction costs under mutually agreed terms and conditions. This requires expertise in civil construction, structural works, and project management on a commercial scale. Interested firms can obtain Pre-Qualification Documents from the Society's Head Office starting 2026-08-02 between 10:00 AM and 4:00 PM upon submission of a written request and a non-refundable document fee of Rs. 5,000. Submission of Pre-Qualification Documents is due by 2026-08-19 at 12 Noon, with opening at 2:00 PM the same day in the presence of bidders. The tender follows a two-stage competitive bidding process: Stage-I evaluates bidders on pre-qualification criteria including technical capability, financial strength, and development proposal. Stage-II provides detailed project information and civil specifications to pre-qualified bidders who will then submit technical and financial proposals by 2026-09-07 at 1:00 PM. Eligibility requires proven experience in civil construction and development projects, valid PEC registration, and FBR/ATL compliance.
