Tender Description
This tender invites qualified IT firms in Quetta, Balochistan, to develop and deploy a comprehensive e-Pay digital payment platform for the Finance Department. The project focuses on creating an end-to-end digital payment ecosystem that includes design, development, implementation, and operationalization of IT services tailored for government payment processing.
The scope demands firms with proven experience, having completed at least five similar assignments with turnovers exceeding PKR 80 million in the last two financial years. The platform must comply with stringent security standards such as PCI DSS and integrate with SBP mandates for government payment settlements. The work involves complex software engineering challenges, ensuring seamless, secure, and scalable digital payment solutions for government transactions in Quetta.
Bidders must hold valid BRAs registration certificates, be on the Active Taxpayer List, and possess PSO/PSP licenses from SBP along with MSP licenses under Raast. The tender requires firms to be free from blacklisting by any Pakistani procuring agency. Compliance with FBR and ATL requirements for the fiscal year 2025-26 is mandatory, and firms should prepare their technical and financial bids accordingly.
The submission deadline is set for 26th January 2026 at 12:00 PM, with electronic bid submission through the BPPRA e-bidding portal.
