Procurement of Development & Maintenance Services for the External Website of Raast Payments Pakistan (Pvt.) Ltd (RPP)

The State Bank of Pakistan Banking Services Corporation (SBP BSC) Head Office Karachi (General Services Department) invites bids for the procurement of Development & Maintenance Services for the External Website of Raast Payments Pakistan (Pvt.) Ltd (RPP). This procurement is planned for the financial year 2026-27 and aims to establish a modern, responsive, secure, and user-friendly digital platform for Raast Payments Pakistan to enhance public information dissemination, corporate communications, and stakeholder engagement in Karachi, Sindh. Items being procured: - Design, development and approval of website concept, templates, page designs, and CMS implementation plan including information architecture, UI/UX design, front-end and back-end website development - CMS implementation, configuration, integrations, content setup, and internal review/UAT - Beta testing, security review, performance optimization, and go-live readiness - Production deployment, go-live, stabilization support, and final handover - Five years Service Level Agreement (SLA) charges including maintenance, technical support, and continuous improvements The scope includes a greenfield website development with a state-of-the-art Content Management System (CMS), advanced search capabilities, social media integration, SEO optimization, and compliance with latest cybersecurity standards including OWASP Top Ten and multi-factor authentication. The website will support bilingual content including Urdu, be mobile responsive, and accessible for persons with disabilities. The vendor must ensure high availability, disaster recovery, and integration with existing RPP infrastructure. Eligibility criteria require bidders to be registered with FBR, appear on the Active Taxpayers List, have at least four years of website design experience, completed at least ten relevant projects, and possess certified project management professionals and experienced lead developers. Bid security of PKR 200,000 is required. Bids must be submitted electronically via EPADS v2.0 by Friday, October 16, 2026 at 11:00 AM. Manual submissions will not be accepted. Technical bids will be evaluated on a Least Cost Based Selection (LCBS) basis with a minimum technical score of 70%. Performance guarantees of 5% of contract value are required upon award.
