Development of Complete Piping Layout, P&ID and Plot Plan of Chitral Depot

Pakistan State Oil Company Limited (PSO) invites qualified contractors to submit quotations for the development of a complete piping layout, P&ID, and plot plan of the Chitral Depot. This procurement is specific to the city of Chitral in Khyber Pakhtunkhwa province and involves detailed engineering and surveying services for the entire terminal/depot. Items being procured: - Development of As-Built Plot Plan of entire Terminal/Depot - Development of P&ID of existing product handling of entire Depot - Development of Piping Layout of existing product handling of entire Depot - Location of existing pipe supports and sleepers - Topographic Survey of Depot - Detailed coordinate survey using total station and GPS instrument - Detailed level survey using total station and GPS instrument - Conversion of GPS data to AUTOCAD format - Development of detailed plot plan including dykes, roads, boundary wall, gates, buildings outline, sheds, tanks, pumps, pits, earthing pits, electrical poles, watch towers, gantry columns in AUTOCAD format - Compliance with Explosive Department, Govt. of Pakistan, OGRA, EPA & other local regulatory authorities - Submission of drawings in PDF and AUTOCAD (.dwg) formats along with a hard copy dossier to PSO House Karachi The technical scope includes comprehensive surveying and drafting services to produce accurate and regulatory-compliant documentation of the depot's piping and layout infrastructure. The contractor must mobilize all necessary tools, equipment, and personnel to perform the job on site, adhering strictly to PSO HSE standards. Protective equipment must be provided and properly used by all workers as per instructions from the Terminal Engineer. The work is subject to inspection and approval by the Terminal Engineer. Eligibility criteria include relevant experience in similar engineering and surveying projects, compliance with PSO standards, and the ability to deliver within the stipulated timeframe. The work order completion period is 60 days from issuance, with penalties for delay at 0.10% per day up to a maximum of 10% of the purchase order value.
